Creation of the first Urban Asset Management System in Bogota, the capital of Colombia. Performing data collection on 8 major parts of the cities, comprising 15,000 lane kilometres, and hundreds of thousands of road segments. The project included many new elements, including vehicle operating cost estimation for an urban environment based on roughness, creation of databases using GIS techniques, prioritization of routine maintenance activities, traffic modelling using junction analysis. The data collection utilised roughness and rutting using a laser profilometer, Ground Penetrating Radar (GPR), Falling Weight Deflectometer (for measuring bearing capacity), traffic surveys, and collection of economic and financial data for asset management, economic analysis using HDM-4 calibrated formulas, and economic optimisation according to 3 different target functions.
