The fast lane was established using the BOT (Build, Operate, Transfer). 

the project is an initiative of the Ministry of Transport and the Ministry of Finance.

The project included adding a parallel route on Route 1 (Jerusalem – Tel Aviv) from the Lod interchange to the Kibbutz Galuiot interchange (the entrance to the Ayalon routes), The route is about 13 kilometers long.

The designation of the fast lane prioritizes public transportation and high-occupancy vehicles at the eastern entrance (Route 1) to Tel Aviv.
