PFI Israel Asset Management carried by TNM for Solel Boneh is a Private Financing Initiative (PFI) is one of the first of its kind in Israel, in which the contractor was given a road network of about 270 kms to maintain in all aspects, including rehabilitation, routine maintenance, and operations for a period of 20 years. In this project TNM designed and programmed various IT tools which were implemented for planning road maintenance (both periodic and routine), in order to achieve the following objectives:

  1. Raising the LOS of the relevant parts of the road network to a predefined (high) level

  2. Insuring both safety and high quality operations of the road network

  3. Maintaining a high level of road performance indicators, such as roughness, pavement distresses, bearing capacity, light luminosity, etc.

  4. Improving the roads’ safety features by constructing and maintaining safety improvements where necessary

  5. Transferring the road network back to the Roads’ Authority at the end of the project period (20 years).
